The Falcon and The Winter Soldier: Episode 6 Intel Report

We can’t demand that people step up if we don’t meet them halfway. – Captain America (Sam Wilson)

Everything culminates in the finale episode of Marvel Studios’ The Falcon and The Winter Soldier. In Episode 6, “One World, One People,” the Global Repatriation Council (GRC) convenes to vote on the controversial Patch Act forcing Karli Morgenthau and the Flag Smashers to enact their boldest move yet. Meanwhile, Captain America (Sam Wilson) swoops in on the scene to neutralize the situation with Bucky Barnes.

Backup’s on the Way

The GRC meeting in New York City is completely locked down as authorities track multiple threats from the Flag Smashers who seek to stop the Patch Act vote on global resettlement.

Bucky Barnes enters the perimeter as Sam Wilson alerts him that he’s almost there over intercoms. An unknown person approaches Bucky; removing their disguise, they reveal themselves to be Sharon Carter. Sharon tells Bucky to relax as no one’s looking for her in the U.S. at this moment. Sam overhears Sharon’s voice on the intercoms and thanks her for risking it to come and help.

With the power still out in the GRC building, panic ensues as tear gas is set off. As people scatter, our trio realize Karli isn’t trying to enter the building; she’s trying to force everyone out.

Sam Wilson, Captain America

A streak of red, white, and blue flies across the night sky as Sam Wilson enters in his new Captain America suit, gifted from the Wakandans (and Bucky, too). In full Captain America glory, Sam comes through an elevated window alleviating some of the tear gas. As Captain America warns the agents and evac teams that this is all a misdirect, he’s attacked by a Flag Smasher supporter, who removes his mask, revealing him to be George Batroc.

Batroc tells Sam he cost him a lot of money, and wonders how much he can get for the “new bird costume.” Sam alerts Bucky and Sharon they have to do something to prevent the GRC council from evacuating the building as he now has his hands full with this nuisance.

Bucky spots a Flag Smasher, but before he can pursue them down a stairwell, a supporter approaches Bucky and hands him a phone—it’s Karli. She asks Bucky if he’s tired of fighting for the wrong side before telling him it doesn’t matter if she survives this; she’s fighting for “something bigger than myself,” before asking if Bucky could ever say the same thing after all the bodies he’s collected. Bucky responds, “It’s all I ever tried to do, and I failed twice.” He cautions that her cause does not justify all this death and pleads with her to not go down this path. With that, she tells Bucky to “sit this one out” and thanks him for taking her call.

You Had One Job

Realizing the hostages are being split up, Sharon and Bucky head down to the garage where several council members are loaded up in armored trucks and sealed inside. Bucky takes off after the trucks on a motorcycle as Sharon neutralizes a Flag Smasher with mercury vapor.

Meanwhile, Sam abandons his fight with Batroc as several council delegates are loaded onto a helicopter and takes off after them. Concerned that they haven’t heard from one of the Flag Smashers, Karli tells the remaining members that worst case scenario, they’ll kill the hostages. Slightly alarmed, the group said they need the hostages to negotiates, to which Karli flatly states, “Either way, our message gets out to the world. Doesn’t even matter if we die; the movement is strong enough to continue without us.”

While Bucky catches up with the armored trucks, Karli distracts him by lighting up one of the trucks with the trapped hostages. As Bucky struggles to remove the spyder lock, John Walker enters the fray with his homemade shield. Karli apologizes to John that she didn’t mean to kill his friend; she doesn’t want to “hurt people that don’t matter,” which only angers John even more that she diminished Lemar Hoskins' life. John throws his shield at Karli but it lacks the same impact as Cap’s shield. Karli smirks at his attempt as the Flag Smashers swarm and attack Walker. 

Elsewhere, with the aid of Red Wing, and a person onboard the chopper with pilot experience, Sam is able to neutralize the Flag Smasher threat and ensure the hostages in the helicopter can land safely. He rushes to the construction site to help Bucky with the hostages in the armored trucks.

With one truck rescued, Karli sets her sights on the last truck. She pins the accelerator and bails on it, sending the truck careening towards the edge of an unstable scaffolding. The fall would mean certain death for the victims inside. From the bottom of the construction site pit, Bucky sees Walker trying to pull back the truck to stop it from falling; however, he’s knocked into the pit by the Flag Smashers. Walker and Bucky watch the truck teeter over the edge about to plummet until suddenly Captain America arrives and uses every single ounce of horsepower from his wingsuit and boosters to keep the truck from falling. The hostages are saved as a crowd of spectators cheer. An onlooker shouts, “Hell yeah! That’s Black Falcon right there,” but his friend corrects him, “No, that’s Captain America.” Karli feels betrayed that Sam has bought into the Stars and Stripes façade. As Sam, Bucky, and Walker advance on the Flag Smashers, a series of gas grenades drop from above. Batroc creates a smokescreen for his allies to make a run for it towards a tunnel.

How Much Power Does a Power Broker Have?

Sam, Bucky, and John head into the underground tunnel and split up as they pursue Batroc, Karli, and the rest of the Flag Smashers.

Karli finds herself face-to-face with Sharon Carter—the Power Broker. They both express disappointment in each other, with Sharon noting that when Karli landed in Madripoor, she reminded Sharon of a younger her. She took in Karli and gave her an opportunity to rise up, but ended up being betrayed by Karli and the group instead. Karli retorts that she was not on board with Sharon’s plan to “control a world that hurt you;” Karli simply wants to change the world for the better. Sharon tells Karli to come back and work with her again; “we can make a difference together,” which Karli declines.

Batroc arrives and realizes that Sharon is the Power Broker, which triggers Karli to realize he was paid to spy on her and the Flag Smashers. Batroc demands four times their agreed-upon payment or he’ll expose Sharon. She doesn’t respond well to blackmail, leading to a shoot-out. Sam rounds the corner and comes across the resulting skirmish. He sees Batroc dead, Sharon on the ground with an abdomen wound, and Karli standing over Sharon with a gun. 

Karli tells Sam he does not understand and to stay back. An emotional fight breaks out in tight quarters; Sam does not want to hurt Karli and he tries to reason with her. As Karli tries to deal a fatal blow, Sharon shoots Karli. Sam rushes to Karli and cradles her; as she bleeds out, she apologizes to Sam.

At another end of the tunnel, John and Bucky lure the remaining Flag Smashers to the authorities by pretending to be allies on the Flag Smasher app. 

We Can Do Better

Captain America (Sam Wilson) emerges from the tunnels and swoops down among the circus of news crews, first responders, police, and GRC members with Karli’s lifeless bodies in his arms.

Reporters swarm Sam and bombard him with questions: what happened with the Flag Smashers; when did the government appoint him as Captain America; what they should call him now? But Sam, ignoring them, Sam walks past the reporters and approaches the GRC council. While they express thanks for Sam’s service, he wants to know if they still intend to move forward with their plans to reset the borders. Prime Minister Lacont assures him yes; the ‘terrorists’ only set them back a bit.

In an impassioned plea, captured by local news crews and broadcasted everywhere, Sam states that the GRC needs to stop labeling dissenters as ‘terrorists,’ ‘refugees,’ and ‘thugs’ — these labels are used when those in charge refuse to see why people resist. The GRC members try to admonish Sam for not understanding how complicated the global situation is, to which Sam retorts that the world finally has a common struggle, and that they need to recognize that the GRC has the same impact as a “force so powerful it can erase half the planet.” Elsewhere, Isaiah and Eli Bradley, Joaquin Torres, and Sarah Wilson all watch the live broadcast in their respective locations, touched by Sam’s message.

Sam tells the GRC he understands more than most. “I’m a Black man carrying the Stars and Stripes,” he tells them. “Every time I pick this thing up, I know there are millions of people out there who are going to hate me for it. Even now, here, I feel it—the stares, the judgment. There’s nothing I can do to change it, yet I’m still here.” Noting his lack of Super Soldier Serum, Sam comments that his only power is that he “believe[s] we can do better.” He challenges the GRC to make decisions with the people those decision impact in the room instead of other powerful individuals who control the bank, move borders and knock down a forest with a simple email or phone call. He cautions that if they don’t step up, the next Karli will—people believed so strongly in her cause that they all stood together to help her defy the strongest governments in the world. He needs them to reassess how they use their power.

Sam and Bucky check on Sharon as she apologizes for how things ended in the tunnel. As they try to convince Sharon to get checked at a hospital, an agent approaches Captain America to nab the final Flag Smasher that fell into the river.

We’re Going to Need a U.S. Agent

The remaining Flag Smashers are escorted out of a secure facility in handcuffs towards an armored transport vehicle. As they board the truck, a guard whispers “One World, One People” to Dovich. However, as the truck begins its trip, it suddenly explodes. Nearby, Zemo’s longtime butler Oeznik sits in his car and watches the explosion. Dropping a trigger into his breast pocket, he drives away. 

In his cell at the Raft Maximum Security Prison, Zemo listens to the radio as the station interrupts with a news broadcast—four members of the Flag Smashers were killed in a car bomb attack as they were being transferred to a high security prison; there are currently no suspects in the bombing. In addition to that, the GRC has recently announced changes in their overall policies of repatriation and resettlement. Zemo smiles to himself and continues reading his book.

Elsewhere, in Washington, D.C., Valentina Allegra de Fontaine delights in and shares with John Walker’s wife that their “friend” Zemo got the last laugh following news of car bombing that killed the Flag Smashers. Val jokes that this incident has saved people a bunch of paperwork.

John Walker enters the room wearing a brand-new suit reminiscent of his last one, except now in black. Val tells Walker, “Things are about to get weird. So when they do, we’re not gonna need a Captain America. We’re gonna need a U.S. Agent.” As she leaves, she tells Walker to keep his phone on. Walker is reinvigorated as he celebrates with his wife, shouting, “I’m back!” 

They’ll Never Forget What You Did for This Country, Isaiah Bradley

Sam pays the Bradleys one more visit. While Eli refers to Sam as ‘Black Falcon,’ Isaiah corrects him that Sam “ain’t no Falcon anymore, but he’s still Black.” Reflecting on Sam’s ability to get the GRC to stand down on their Patch Act plans, Isaiah remarks that Sam is special, but before he lets that get to Sam’s head, he caveats, “You ain’t no Malcolm, Martin, Mandela.”

Isaiah expresses genuine surprise that there’s a Black Captain America, but believes it will still not be an easy journey for Sam, who understands. Sam replies, “Yeah, I might fail. I might die. But we built this country, bled for it. I’m not gonna let anybody tell me I can’t fight for it. Not after what everybody before me went through, including you.”

Before he leaves, Sam tells Isaiah and Eli there is something he wants to show them both. As the three men navigate the Captain America Museum Exhibit passing the Steve Rogers and Howling Commandos installations, they reach a new part of exhibit. This section of the museum houses a bronze statue of Isaiah Bradley, photos of what he and his troop, as well as his biography etched in marble honoring his contribution, service, and sacrifice. Sam states, “Now, they’ll never forget what you did for this country. Never.” Overwhelmed with emotion, and finally recognized by the country, Isaiah express gratitude to Sam with a hug.

I’m No Longer the Winter Soldier; I Am James Bucky Barnes

Back in Brooklyn, and following up on Sam’s advice on making amends and being in service of others, Bucky heads to Yori Nakajima’s apartment. Confused but still pleased, Yori asks what is the reason for the visit. Overcome with guilt, Bucky gathers up his courage and tells Yori he needs to tell him about his son’s death—his son’s death wasn’t an accident. His son was murdered by the Winter Soldier, and that he was the Winter Soldier during a time when he “didn’t have a choice.” Tears stream down both of their faces; both reflecting relief for the closure and sorrow.

Dr. Christina Raynor enters her office and finds a wrapped package. Opening it, Dr. Raynor finds Bucky’s amends book with all the names crossed off with a note attached, “I finished the book… Thanks for all your help, doc.”

In Louisiana, Bucky joins the Wilson family as the community comes together to celebrate on the docks. For the first time in a long time, and following Dr. Raynor’s suggestions during his therapy sessions, Bucky is no longer alone—he’s surrounded by family and feels a part of something.

End Credit: Welcome Home, Agent Carter

At a hearing on behalf of the United States Intelligence community, the council offers Sharon Carter a full pardon. As an act to repay some of the debt owed to Sharon and her family, since “the Carter name has always been synonymous with trust and service,” the government states there may be an opening in her old division, which Sharon accepts.

Outside of the portico, Sharon Carter makes a call to an unknown associate revealing the Power Broker isn’t going anywhere — “Start lining up our buyers. Super soldiers might be off the menu, but we’re about to have full access to government secrets, prototypes, weapons, you name it. Should be something for everyone.”
